Volkan Bozkır was born on November 22, 1950 in Ankara.
He was graduated from Ankara University, Faculty of Law. He joined the Ministry of Foreign Affairs as a career diplomat. He respectively carried out the duties of Vice Consul of Stuttgart Consulate General, First Secretary of the Baghdad Embassy, Undersecretary to the OECD Permanent Representative, New York Consul General, Ambassador to Bucharest and the Permanent Representative of the EU.
Bozkır also served as Advisor to the Prime Minister on Foreign Affairs, Chief of Cabinet and Senior Advisor on Foreign Affairs to the President of the Republic of Turkey, Deputy Undersecretary for EU Affairs and Deputy Counsellor responsible from the EU Affairs in the Ministry of Foreign Affairs. He holds the Romanian Merit Medal and Italian Order of Merit.
Volkan Bozkır was elected as the member of Parliament from Justice and Development Party from İstanbul during the 24th, 25th and 26th legislative terms of the Parliament.
Bozkır, was appointed as the EU Minister and Chief Negotiator in the 64th government.
