The Functions of the Government
As Turkey has a parliamentary system, the government must have the support of the Assembly and is accountable to the Assembly. The government commences its office by obtaining a vote of confidence from the Assembly.
Government plays highly significant roles in terms of the legislative process. As provided in the Constitution, the government is one of the two actors that can initiate bills in the Assembly. It has some peculiar rights and powers during the deliberation of bills in the Plenary and committees. In the Plenary and committee debates, the government is generally represented by a minister. On the other hand, the Assembly enjoys the necessary rights and powers to scrutinize the activities of the government.
