2. The Secretary General of the Grand National Assembly of Turkey, Mr. Mehmet Ali KUMBUZOĞLU

Mr KUMBUZOĞLU was born in Trabzon in 1967.

After graduating from high school in Trabzon, he studied Public Administration in İstanbul University and graduated in 1990.

He worked in Police Headquarters during 1993.   He became Assistant Expert in the Turkish Republic of State Personnel Administration on March 28, 1994.   Then he received his expertise with the thesis ‘’State Economic Enterprises in Turkey, Their Development and Position in Turkish Economy and Privatization Implications.’’   

He became ‘’Head of Coordination Department’’ on April 7, 2005 and ‘’Head of Strategy Development’’ on January 1, 2006.

Between 2004 and 2007, he served as an Advisor to the Minister responsible for the State Personnel Administration in the Ministry of State and Deputy Prime Ministry.  Meanwhile, he carried out coordination of collective bargaining activities with unions and confederations of civil servants.     

He worked in the committees as an Advisor to the Minister in the studies on ‘’ Public Administration, Civil Servants and Restructuring of Local Administrations’’.

He served as an Advisor to the Justice Minister between 2007-2009.

He was appointed as Deputy Director General of Prime Ministry Personnel and Principles on March 20, 2009.

He was appointed as the Chief Advisor to the Speaker of the Grand National Assembly of Turkey on August 11, 2009.  

Afterwards he was appointed as Deputy Secretary General of the Grand National Assembly of Turkey on September 9, 2009 and worked as Deputy Secretary General for three years. 

During this period, he examined the organizational and capacity structure and administrative method of Parliaments of People’s Republic of China, Belgium, Japan, South Korea, Bahrain, Syria, United Kingdom, Morocco and Poland.

While he was serving as Deputy Secretary General of the Grand National Assembly of Turkey, he was appointed as the President of the State Personnel Administration on September 9, 2012.

He has been appointed as Secretary General of the Grand National Assembly of Turkey on July 29, 2016.

Mr KUMBUZOĞLU is married and is a father of one child.  He speaks English, French and Arabic.

Appointing and Promoting Conditions of the Administrative Staff

The administrative organization of the Grand National Assembly of Turkey consists of departments that support the Office of the Speaker. The conditions of appointment of the administrators and officers are regulated by Law No. 6253 dated December 1, 2011, “The Law on the Administrative Organization of the Assembly.”

The Secretary General, Deputy Secretaries General, Chief Advisors and Advisors to the Speaker and the Head to the Office of the Speaker are appointed directly by the Speaker. The other officers are designated by the Speaker upon the proposal of the Secretary General.

It is a prerequisite that the Secretary General and Deputy Secretaries General should have a BA degree and should also have served in the public or private sector for at least 12 years before being appointed to their respective positions.

To be appointed as the heads of departments in the Assembly, appointees should be university graduates and should have served in the public sector for at least 12 years.

The conditions for the appointment of a deputy head of a department are that the appointee must have a university degree and must have worked in the public sector for at least 10 years including the period of military service.

The Deputy Secretary General in charge of legislative and scrutiny services is assigned from among the administrators who have served before or who are still in office as head or deputy head of the departments of Laws and Resolutions or of Budget and Research Services, and the legislative experts serving in the administrative organization. The head and deputy heads of the Department of Recording Services are appointed from among the officers performing as stenographers

Except for some positions prescribed by law, the officers to be appointed to the administrative organization of the Assembly are selected through an examination.  The special conditions, procedures and principles regarding the officers to be appointed by examination are determined through a regulation issued by the Bureau of the Assembly.
