1. Conditions for Using the Library
The main objective of the Library of the Assembly is to provide the documents and resources the deputies may need in performing their legislative, supervisory and representative duties. The Library is organized such that it supports parliamentary studies.
The groups listed below may take advantage of the library services:
· Ministers appointed outside the Grand National Assembly of Turkey
· Former deputies of the Grand National Assembly of Turkey
· Parliamentary staff employed on a permanent, contractual, and provisional basis
· Advisers to the deputies
· The Security Department of the Grand National Assembly of Turkey
· Staff of the other institutions assigned to the Grand National Assembly of Turkey
· Members of the Association for Parliamentary Correspondents
· Researchers outside the Assembly
Outside researchers may use the library on a daily basis with the consent of the Director of Library and Archive Services. For long-term research, the consent of the Board of the Library after a recommendation by the Director of Library and Archive Services is required on condition that the required resources are not available in any other library.
Those researchers may benefit from the library for 30 days at most. The period can be extended only once. These users may borrow books in the general collection except for the encyclopedias, dictionaries, atlases and reference sources, periodicals, microfilms, manuscripts and unique works of art. Researchers may use the sources of information only within the library.
The staff of other institutions but working in the Grand National Assembly of Turkey and members of the Association for Parliamentary Correspondents may borrow material with the written permission of their own department.
The lending period of 30 days may only be extended once if the material has not been reserved before. If the material is demanded, it can be reclaimed before the expiry date of the lending period. Registered users who have not returned materials cannot borrow additional books unless they return the materials. The renewal of the lending period by the deputies, the non-parliamentarian ministers and the former members of Parliament are subject to the consent of the Head of the Board of the Library.
The use of original sources of information whose microfilms and electronic copies are available, manuscripts, and peerless works of art is subject to the permission of the Director of Library and Archive Services.
